Introduction to Scheme X

The Bureau of Indian Standards (BIS) launched “Scheme X” on March 16, 2022. Its main objective is to enable Indian and foreign manufacturers to get all types of assemblies, sub-assemblies, or machine tools under Schedule-II certified with the BIS mark before entering the Indian market.

BIS allows obtaining licenses or Certificates of Conformity (CoC) for low voltage switchgear and control gear, machinery, and electrical equipment under Scheme X. This enables manufacturers to use the BIS Standard Mark on their products, ensuring compliance with Indian standards and boosting consumer confidence.

Scheme X Certification

Scheme X is a product certification scheme introduced under the BIS Conformity Assessment Regulations, 2018, and refined through the 2022 amendments. It aims to align Indian safety standards with global norms. It applies to machinery and electrical equipment manufactured or imported in India, requiring certification under Scheme X to meet technical and safety requirements.

Scope of Scheme X Certification

The “Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024” issued by the Ministry of Heavy Industries (effective August 28, 2025), covers items like pumps, compressors, cranes, rotary electrical machines, transformers, and switchgear. These, along with their components and sub-assemblies, must be certified under Scheme X unless explicitly exempted.

  • Machinery/components already regulated under other BIS Orders (Section 16 of BIS Act, 2016) are exempt.
  • Goods meant exclusively for export are not covered.
  • Construction equipment under CMVR Rules, 1989 (MoRTH) is excluded.

Omnibus Technical Regulation (OTR)

The OTR, titled “Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024,” was issued on August 28, 2024. Its purpose is to enforce safety and conformity across all machinery, electrical equipment, and components covered under Scheme X. This regulation becomes mandatory from August 28, 2025.

BIS Certification Requirement

Under the OTR Order, 2024, manufacturers of products like pumps, compressors, centrifuges, cranes, and transformers are required to obtain BIS certification under Scheme X. This helps ensure safety, reliability, and consumer trust in machinery and electrical products sold in India.

Micro, Small and Medium Enterprises (MSMEs) must also comply, helping them gain a competitive edge and adhere to safety standards.

BIS Scheme X Certification

Scheme X is mandatory for machine tools operating on stone, ceramic, concrete, asbestos cement, or mineral glass products, including assemblies. It was introduced by BIS to ensure compliance with Indian safety standards.

BIS Mark and Compliance

The BIS Standard Mark, used under Scheme X, includes a license number (e.g., CM/L-XXXXXXXXXX) and the relevant standard number. This mark is granted only after the successful issuance of a BIS license.

It is a punishable offense to use the BIS mark or a license number without valid certification. Manufacturers must strictly comply with BIS norms to sell their products legally in India.

Key Differences Between Scheme-I & Scheme-X

Scheme I

  • Covers consumer products including electronics, home appliances, and industrial materials.
  • Requires ISI standard mark on products.
  • Applies to both domestic and international manufacturers.
  • Quality verified through factory inspections and sample testing.

Scheme X

  • Targeted at high-risk and industrial products like electrical safety and heavy machinery.
  • Involves thorough inspection and detailed reporting.
  • Higher certification fees due to additional compliance requirements.
  • Mandatory for industrial machinery and electrical equipment.

Safety Standards Under BIS Scheme-X

Steps to Get Certified Under Scheme-X

General Certification Process

  1. Check Applicability: Determine if your product falls under Scheme-X and meets BIS safety standards.
  2. Prepare Documents: Business registration, test reports, factory layout, and product specifications.
  3. Technical File: Compile a compliance report with manufacturing process details, quality checks, and supporting evidence.
  4. Submission of Application: Submit your application on the BIS portal and pay the applicable fee.
  5. Factory Inspection: 2 days for domestic, 3+ days for foreign manufacturers; covers QA systems, technical file review, and on-site testing.
  6. Sample Testing: Conducted at the premises or through BIS-recognized labs.
  7. Certification Issuance: BIS issues a license upon compliance, allowing use of the BIS Standard Mark.

Key Additional Pointers for Foreign Manufacturers

  • All foreign manufacturers are considered "Large Scale" under FMCS norms.
  • An AIR (Authorised Indian Representative) must be nominated for BIS operations and license management.
  • Factory audits typically last 3 days and include sample testing and QA inspection.
  • Additional man-days may be charged for multiple applications or product variants.
